Questions - Week Seven
Will the Citizens' Initiative cause financial harm to Grass Valley? NO. Following the existing General Plan results in the best annual financial Returns to the City.
ANSWER:
Opponents have not cited one fact to support their claims that the Initiative will cause all sorts of financial problems to the City. The SDA [Special Development Areas] Study commissioned by the City Council in 2005 and accepted in April 2006 contradicts the opponents' false claims. The Study showed that following the existing General Plan land use policies resulted in the BEST ANNUAL FINANCIAL RETURNS TO THE CITY; and the worst financial results if the Special Development Area proposals (as originally proposed for Loma Rica, NorthStar, Village at SouthHill and Kenny Ranch) were implemented.[3]
Study specifics:
- The SDA Study was commissioned by the City Council in 2005 and accepted by the Council, April 11, 2006 on a vote of 5-0 as a planning tool. The Study was accepted without change.[4][5]
- The Study reveals that each new single family residence represents a net fiscal loss to the City of $525 per year. [3, Appendix E. Table E-7]
- The Study analyzed and compared the likely net fiscal impacts on the City's annual finances for four alternatives. [3, Appendix E, Tables E-12 - E-15
