RQC adopted positions, made recommendations to government bodies,
attended county-wide government meetings and weighed in on the following
land use projects and issues in Nevada County:
- Second Units
- Deer Creek Park II
- Wolf Creek Ranch Estates
- Nevada County Draft Housing Element of the General Plan
- Nisenan park and recreation districts
- 30% slope ordinance
- Grass Valley annexations
- Nevada City co-housing project.

- Contracted an organizational consultant and project manager
- Obtained a state of the art database
- Developed organization website
- Recruited volunteer photographer
- Developed email system of almost 600 emails
- Identified, contacted and added to supporter base 64 neighborhood groups
- Developed resource library of books and maps
- Generated yearly solicitation appeal letters to 3 databases
- Created monthly donor program
- Set up central file system
- Quadrupled contact base
- Doubled funds from direct donor solicitation
- Formed land use committee
- Refined Board structure and began solicitation of new board members
